Change the default `chart_template` of Spanish localization
to `PGCE PYMEs 2008` instead of `PGCE entidades sin ánimo de lucro 2008`.
Also reflect this change in demo data.
This make sense to be the default one installed, and is also consistent
with our (documentation)[https://www.odoo.com/documentation/16.0/applications/finance/fiscal_localizations/spain.html].

When you create a new Spanish DB, by default the installed localization package
is the one for non-profit localization. This is probably the most convenient,
as the most normal usage for standard Odoo is the PYMEs one. This PR modify the
demo data and also change the order of how they are displayed in the fiscal
position setting.
In the ir_module, the added line will get the order of module of the init file,
and will sort the template with that order so that we can prioritize some
template.

Some localizations do not have any default account for tax closing.
This leads to the opening of a RedirectWarning when trying to do a tax
closing.

l10n_es localization was written in Spanish. We want the code to be fully
written in English then translated to necessary languages.
We also made taxes compliant to new taxonomy.
