The purpose of this task is to improve the setting of the timesheet module.
In this commit, we improve the following:
- Rename the label, description and align the field with the name and
description of the feature
- Add an 'OK' button in the 'download our app' modal
- Render the frequency field properly in the employee/manager reminders
setting on mobile view
- In configure your services link: change the name of the action to "Services"
- Display the following options in the community, with the usual 'Enterprise'

Before this fix if a user updated the module hr_timesheet the ir.config_parameters would be reset.
By wrapping them in a no-update they're no longer updated with a module update and thus kept as set by the user.

move timer constraint from sale_timesheet_enterprise to hr_timesheet
This commit provides a mecanism to allow user
to log their timesheets using any time UoM
they want. Everything will still be stored
in hours in the database (in the UoM selected
with project_mode_time_id field of the company).
The chosen encoding UoM will provide a widget to
help the encoding (float_toggle for Days,
float_time for Hours, ...). The widget will use
the UoM rate conversion.

'allow_timesheet' is true by default, but when installing hr_timesheet for already
created project, populating the column does not use write method, and so, no
analytic account is generated for existing project.
It is required to use the same mecanism as in resource (calendar generation),
and to do so, rewrite part of create/write method of project.project.
This commit also add an onchange, to maintaint consistency about having
no analytic account does not allow timesheet on project.
