Christophe Monniez c7130babb3 [IMP] packaging, l10n_dz, l10n_ro, survey: integrate Debian fix 
With this commit, the executions bits are fixed on some xml, csv and ttf
files. The fix was initialy made at the Debian packaging level.

As xlwt is now in Debian buster, the overide is removed.

The linked fonts in Debian package are now removed in one line to
simplify the code.

closes odoo/odoo#60583

Simon Lejeune 1347163082 [FIX] Packaging: Debian: ignore root Makefile 
Commit 388732dfa6 introduced a makefile at the root of the project, and
dh_auto_build is using this file instead of setup.py. Explicitely tell
debhelper to not use the makefile.

- add an odoo.py script to run odo and boostrap it
- simplify README
- prepare to move documentation to the github wiki

P. Christeas 9537f7b61b Debian build: Remove all patches, have setup.py not check modules. 
In build scenarios, python modules may be missing from the build
machine. Then, allow setup.py to carry on.
