The root of the issue:
The external identifiers are not guaranteed to be unique on their `name`
alone, the unique constraint is on the `name` and on the `module` fields.
Before this commit:
If a user or third party app were for example to create an external identifier
"project.autovacuum_job" and point it to an `ir.cron` record,
then that `ir.cron` would also be kept activated, which could cause
major issue if it makes calls to external systems, sends mail, etc...
After this commit:
All the crons are deactivated by the neutralisation, except for
the autovacuum

The user can define automated actions for sending data to a remote
server using a webhook.
To prevent this feature from sending unwanted data from a test database,
this commit neutralizes the field `webhook_url` to an invalid URL.
When the action is run, a warning is logged.

The current neutralization implementation for ir_mail_server deactivates
existing servers. This can still result in mails being sent if an SMTP
server was specified on the command-line. To prevent that from happening
a dummy SMTP server is defined that doesn't resolve to anything.
I've opted to use the "invalid" domain for this purpose:

Before this commit the neutralize system introduced in v16 was using ORM
methods in order to change appropriate records. Although flexible, this approach
could lead to call some methods with side effects while neutralizing
(eg: overloads of write).
This patch converts the neutralize system to a safer "inert" SQL based approach
by migrating the generic method _neutralize to SQL files exposed in the
data folder.
