Subject: [PATCH] [REM] project: remove unused widget

HtmlWithActionWidget was used in Project Updates
to handle <a/> tags in the html description.
Since odoo/odoo#72736 removes all those tags,
this widget is no longer needed.

closes odoo/odoo#100397
