Subject: [PATCH] [IMP] dx: js tooling: imp to jsconfig file

remove checkJS: It made the ts server check for error, bypassing some
eslint rules (such as globals).
add ts files in the include: ts files need to be included in the project
as there are some .d.ts files defining types.

closes odoo/odoo#105984
