[#8530] convert deprecated operators
* `<>` was removed and should be replaced by `!=` (lib2to3.fixes.fix_ne) * `\`` was removed and should be replaced by either `repr()` or the `%r` format string modifier (lib2to3.fixes.fix_repr followed by hand-rolled edition to replace concatenation)

Removed Operators
-----------------
.. important::
* The backtick operator ``\`foo\``` must be converted to an explicit call
to the ``repr()`` builtin
* The ``<>`` operator must be replaced by ``!=``
These two operators were long recommended against/deprecated in Python 2,
Python 3 removed them from the language.
