Subject: [PATCH] [FIX] l10n_it_edi_withholding: fix test export xml when
 optional <RiferimentoAmministrazione>

The test TestWithholdingAndPensionFundTaxes::test_pension_fund_taxes_export
was expecting the xml to contain a tag `<RiferimentoAmministrazione>` while
this tag is optional if there is no description set, which is the case here.
We thus removed this tag from the expected xml.
