Subject: [PATCH] [FIX] note: correctly display chatter in note form view

Before this commit there was an unexpected behavior of chatter in Note module
on Zoomin/Zoomout. Putting the html field memo in the sheet solves it and
chatter now properly behaves.

Related to task ID 1837177. Closes #24295.
