Subject: [PATCH] [IMP] project: allow portal user to see only active tasks

Before this commit, the portal user could see archived tasks by filtering the
tasks with the search view.

This commit adds a condition in the domain of the `ir.rule` for this user
to allow him to see only the active tasks.
