[FIX] account: manual reconciliation auto assign partner is wrong

when selecting a line with a partner, all propositions for other partner dissapeared and we have no way in the manual reconciliation to remove the partner that is set up, so we removed the fonctionality to set the partner automatically when selecting a line in case of a manual reconciliation.

closes odoo/odoo#29289
